DESCRIPTION
K = index of empty entry or K=-1
The routine SY_EMPTYELEM_I checks if an symmetric interval matrix A
contains an empty interval entry. If A contains empty interval entries,
then the routine returns the smallest offset or index K (according to
the first index) such that Akj = [NaN_empty,NaN_empty]. Otherwise, the
routine returns K=-1.
