ARGUMENTS

	   interval to refine

       rats_count
	   number of ratnum_t

       rats
	   ratnum_t array

       nump
	   pointer to store the resultant numerator

       denp
	   pointer to store the resultant denominator

DESCRIPTION
       Returns non-zero if the value is changed, zero if not changed.
