DESCRIPTION
TRUE if X IS_ENCLOSED in Y
The function ENCV_I checks if an interval vector X is enclosed in
another interval vector Y. X IS_ENCLOSED in Y if and only if
Yi_infimum <= Xi_infimum <= Xi_supremum <= Yi_supremum
for all entries of X and Y. The routine returns .FALSE. if N is equal
to zero.
