NAME
       perror - write a message explaining error

       SYS$PUTMSG - Put message

EXPLAINATION
       The  Digital  UNIX perror function is similar to the OpenVMS SYS$PUTMSG
       system service.	The perror function prints out a string passed as  its
       argument	 and  then  prints the reason the last system function failed.
       This reason is described by errno.
