       SYS$PUTMSG - Put message

EXPLAINATION
       The  Digital UNIX fmtmsg function is similar to the Open VMS SYS$PUTMSG
       system service.	The fmtmsg function will write a message to the	 stan‐
       dard error, the system console, or both.
