NAME
       gmtime, localtime - convert time units

       SYS$NUMTIM - Convert binary time to numeric time

EXPLAINATION
       The  Digital  UNIX  gmtime  and	localtime functions are similar to the
       OpenVMS SYS$NUMTIM system service.  The gmtime converts a time_t	 value
       into a tm structure.  The resulting structure is in GMT (Greenwich Mean
       Time).  The localtime function converts the time_t value	 into  a  time
       value for the local timezone.
