semctl - perform semaphore control operations
SYS$DACEFC - Disassociate from common event flag cluster
EXPLAINATION
The Digital UNIX semctl system call is similiar to the OpenVMS
SYS$DACEFC system service in that they both deallocate process synchro‐
nization sets. The semctl function can be called with a command of
IPC_RMID to remove the semaphore set from the system. Any process
later accessing this semaphore set will be returned an error.
