NAME
       strncmp - perform a case insensitive string compare

       STR$CASE_BLIND_COMPARE - Compare strings without regard to case

EXPLAINATION
       The  Digital UNIX strncmp function covers the same functionality as the
       OpenVMS	STR$CASE_BLIND_COMPARE	string	manipulation   routine.	   The
       strncmp	function compares the two strings it takes as arguments, with‐
       out regards to case.  It return 0 if the strings are  equivalent,  less
       than zero if the first string is greater, greater than zero if the sec‐
       ond string is greater.  Length is taken into  account  by  strncmp.   A
       shorter string is not padded with spaces.
